Introduction to AI Chip Making in China

How good will AI chips made in China be? Compute (and therefore AI chips) is a key input into AI progress, but due to US export controls, Chinese actors can't legally import cutting-edge chips. Therefore, the quality of indigenously made Chinese chips may play a major role in Chinese AI progress over the next decade. This report introduces the topic of Chinese AI chip making, giving an introduction to AI chip making, the Chinese semiconductor industry, export controls, and considerations relevant to understanding and forecasting China's progress in producing AI chips indigenously.
