Following an agreement between the United States and China to establish a “notification mechanism” for AI incidents that could affect national security, this memo outlines a structure to operationalize the channel quickly. We explain why the two sides should establish a text-based standard template for sharing information on serious incidents, describe who should be notified, and provide examples of when the channel should be activated.

This report proposes an AI Risk and Incident Dialogue between the two countries, informed by the experiences of existing mechanisms like the Military Maritime Consultative Agreement.
